Plant Security Systems

NSEC has extensive experience with the design, implementation, validation, and support of all types of security systems at nuclear power stations. These systems are designed to meet all regulatory requirements, including 10CFR Part 73, and address all aspects of plant physical security, including:

  • Access Control, including integration of Biometrics technologies
  • Interior Intrusion Detection, including Line Supervision
  • Perimeter Intrusion Detection System
  • Video Surveillance and Assessment
  • Data Acquisition, Processing and Display
  • CAS and SAS Alarm Stations

  • Training/Simulation

NSEC also has a program for addressing new Cyber Security requirements.

NSEC works with its Clients to develop designs which incorporate commercially available off-the-shelf (COTS) hardware and software systems thus minimizing customization; reducing the risk of obsolescence; and providing flexibility for future upgrades, enhancements, and additions. In those situations, NSEC works with the system/OEM vendors to ensure that their products are appropriately integrated into the overall design and installed to maximize system performance. If required, NSEC can develop custom hardware and software solutions when commercially available products are not available or are not appropriate for the specific application.

NSEC engineers can develop all plant change documentation in accordance with Plant Procedures. Our engineers are fully cognizant of all regulations affecting the implementation of plant equipment.

NSEC maintains a fully qualified Appendix B Quality Assurance Program and is capable of performing engineering design work on “safety-related” systems. NSEC also maintains a fully qualified Safeguards Information Program which meets all aspects of 10CFR73.21.

In order to support the various Security Systems Projects, NSEC has developed a comprehensive Nuclear Plant Security Requirements Matrix. This ACCESS Database contains all regulatory requirements, regulatory guidance, and industry best practices associated with all aspects of Nuclear Plant Security cross-referenced to the applicable paragraph of the source document (e.g. 10CFR73 sections, Regulatory Guides, NUREGs, etc.).

Over the last ten eight years, NSEC has been involved in a number of major projects dealing with the implementation of Security Computer Systems at various Nuclear Power Stations. These include:

  • Upgrade of the Plant Security Computer System at Rochester Gas & Electric Company’s Ginna Nuclear Power Station
  • Replacement of the Plant Security Computer System at Nuclear Management Company’s Prairie Island Nuclear Generating Plant
  • Replacement of the Plant Security Computer System at South Carolina Electric & Gas Company’s V.C. Summer Nuclear Station.
  • Replacement of the Plant Security Computer System at American Electric Power’s D.C. Cook Nuclear Plant
  • Upgrade of the Perimeter Intrusion Detection System and Video Surveillance System at South Carolina Electric & Gas Company’s V.C. Summer Nuclear Station

On all these projects, NSEC was responsible for Bid Specification development, Bid evaluations, detailed design for the installation of the system, and performing the system Verification and Validation Program.

At Prairie Island and V.C. Summer, the Nuclear Security Services Corporation (NSSC) Security Computer System was installed, and at D.C. Cook, the ARINC Security Computer System was installed. This has provided NSEC with the unique experience of having worked on the installation of the top two Security Computer Systems on the market today.

Recently, NSEC was contracted by Westinghouse Electric Company to develop a complete set of comprehensive functional specifications, detailed design documents, and detailed design plant drawings covering all aspects of Physical Security for their Standard AP1000 Nuclear Generating Plant.
